Joint Assessment of the Implementation of the HIV/AIDS Targeted Interventions in Bangladesh

 
Targeted interventions for sub-populations most vulnerable to HIV in low prevalence and or concentrated epidemic settings form – in line with international best practices - the core of the national HIV response in Bangladesh. Three large programmes, namely that of 1) the Health, Nutrition and Population Sector Program (HNPSP) of the Ministry of Health and Family Welfare and seven pooling partners; 2) the Global fund for AIDS, Tuberculosis and Malaria (GFATM), and 3) the USAID funded programme implemented through FHI, provide the main funding streams for these targeted interventions. In order to look at issues of overlap and gaps, complementarity, coverage, quality, and options for synergy and streamlining across the three programmes, a joint assessment was undertaken by an independent team. The team was asked to assess: 1) the implementation modalities of the three programmes; 2) the coverage, quality and complementarity of the programmes; 3) the development partner funding and investment decision-making vis-à-vis the programmatic needs of Bangladesh and 4) the institutional mechanisms for evidence-informed programming.
