Improving Returns to Capacity Building Investments in Bangladesh

 
the pooling financiers—commissioned technical assistance for the preparation of a report on improving capacity-building investment in the health sector in Bangladesh. The need for such a report was identified in the Health, Nutrition and Population Sector Programme (HNPSP) Mid-Term Review Aide Memoire, and specifically in the Action Plan for Human Resources, March–April 2008. Following an international tender, Oxford Policy Management (OPM) of the United Kingdom, in partnership with Nielsen of Bangladesh, was chosen to provide technical assistance. The overall objective of the review was to arrive at strengthened systems and processes for investing in capacity building in the health sector. The review was to be conducted in three parts:
• establishing an inventory of all training programmes receiving ‘No Objections’ (financed between June 2005 and June 2007);
• a situational analysis of the current methodologies in implementing capacity-building measures;
• arriving at simplified systems and processes for getting value from investments in capacity building, to include:
strengthened
business processes for the planning, implementation and review/evaluation of capacity-building investments;
strengthened
policies for the proper selection and retention of candidates.
The assignment has included a survey related to training activities undertaken with funding from the pooled funds of HNPSP in the financial years 2005/2006 and 2006/2007. The work has been undertaken under the overall guidance of a Reference Group chaired by the Additional Secretary.
